An unnamed senior mandarin has been promoted to chief operating officer at the Office of National Intelligence.

Tim Simpson has been promoted to chief people officer at the Department of Agriculture Fisheries and Forestry.

Implementation Advisory Committee to establish Australian Tertiary Education Commission

Education Minister Jason Clare has announced the creation of a new advisory committee to oversee changes to the tertiary education system.

Education secretary Tony Cook will chair the committee, which will inform the design of the Australian Tertiary Education Commission and the new managed growth funding system.

Cook began his career as a primary school teacher. His public service career has spanned several jurisdictions, with roles including director-general of the Queensland Department of Education and deputy secretary at the Victorian Department of Education and Early Childhood Development.

Federally, he was previously deputy secretary of the Higher Education, Research and International Group. He took over as education secretary from Michele Bruniges in 2023.

Cook was awarded a Public Service Medal in 2014 for school policy and funding reform.

Former PM&C secretary to join science advisory panel

New board members will join Australia’s pre-eminent scientific organisations, CSIRO and the Australian Nuclear Science and Technology Organisation (ANSTO).

Terry Moran and Ming Long will join the CSIRO board as a member and deputy secretary, respectively.

Moran is the former secretary of the Department of Prime Minister in Cabinet in the Rudd-Gillard years.

During the global financial crisis in 2008 and 2009, he helped to lead the development of Australia’s highly successful policy responses. He also chaired the Advisory Group on the Reform of Australian Government Administration, which developed a blueprint for reform of the Australian Public Service.

Prior to joining PM&C, Moran held a number of senior positions at state and federal level, including secretary of the Department of Premier and Cabinet in Victoria, director-general of education in Queensland and CEO of the Australian National Training Authority.

In 2012, Moran was named a Companion of the Order of Australia (AC) for “eminent service to the community through public sector leadership, as a significant contributor to policy development, program delivery and effective governance, and to the implementation of contemporary government administration”.

Moran is currently chancellor at the Federation University of Australia, chair of the Centre for Policy Development and deputy president of the Walter and Eliza Hall Institute. He will serve as a member of the board for three years.

Long is Chair of Diversity Council Australia and on the boards of Telstra, IFM Investors, QBE Insurance (Auspac) and CEDA.

She was made a Member of the Order of Australia for significant contribution to the financial and real estate sectors, and to diversity and inclusion in 2020. She will be a part-time member and deputy chair of the CSIRO Board for four years.

Andrew Carriline joins the ANSTO Board as the deputy chair for three years, coming from a successful career in banking.

Carriline worked for nearly 20 years at Westpac, working in senior roles, including general manager of banking industry initiatives and chief risk officer.

He is a non-executive director and member of risk and audit, and remuneration committees at a non-executive director of the Human Rights Law Centre, and chair of the Business Advisory Council of the International Centre for Democratic Partnerships.

Carriline holds degrees in Law and Commerce from the University of New South Wales and is a graduate of the Australian Institute of Company of Directors.

Veteran state prosecutor promoted to deputy

Justin Whalley will be Western Australia’s next deputy director of public prosecutions.

Since 2009 he has been a senior prosecutor with the Office of the Director of Public Prosecutions (ODPP) in Western Australia. He has been a senior consultant and state prosecutor since February 2016, where he has routinely represented the state in the most demanding, complex and high-profile trials.

Whalley was appointed as senior counsel in 2019 and has been a senior consultant state prosecutor at ODPP since 2015.

Prior to joining ODPP,  Whalley worked as a prosecutor in Queensland.
